Odisha CM Dismisses OT&AC Officer Bhimsen Tudu After Arrest in Medical Student Death Case

Bhubaneswar, June 27: Chief Minister Mohan Charan Majhi on Saturday dismissed newly appointed Odisha Taxation and Accounts Service (OT&AC) officer Bhimsen Tudu from government service following his arrest in connection with the alleged abetment of the suicide of a medical student.

According to an official statement issued by the Chief Minister’s Office (CMO), Tudu has also been declared ineligible for any future government employment.

The CMO stated that Tudu had failed to attend the induction programme for newly recruited OT&AC officers since June 4, 2026, and was also absent from his final examination at the Madhusudan Das Regional Academy of Financial Management (MDRAFM).

During the same period, he was arrested by the Barang Police in connection with the medical student’s death and was subsequently remanded to judicial custody.

“As he remained in police custody for more than 48 hours in connection with a criminal case, action has been taken as per the applicable service rules, and he has been dismissed from government service with immediate effect,” the statement said.

Arrest in Medical Student Death Case

The Commissionerate Police had arrested the 29-year-old officer on June 12 on charges of abetment of suicide following the death of Chandrika Hembram, a medical student. He was apprehended from the Bisoi area of Mayurbhanj district after allegedly evading arrest for several days.

Police officials had stated that the investigation yielded sufficient evidence suggesting Tudu’s alleged role in driving the victim to take the extreme step. The investigation remains underway.

Family Alleges Relationship Turned Sour

According to Chandrika Hembram’s family, she and Tudu had been in a relationship for nearly 14 years after meeting during their school days. The family claimed that the couple had planned to marry in 2027.

Her relatives alleged that Tudu distanced himself from Chandrika after clearing the Odisha Administrative Service examination. They further claimed that he began avoiding her because of her complexion.

The family also alleged that Chandrika underwent cosmetic treatment in an attempt to lighten her skin, while Tudu had allegedly entered into a relationship with another woman, who is also an OAS probationer.

These allegations have been made by the deceased’s family and have not been independently verified by investigating authorities.

Body Found in Kathajodi River

Chandrika Hembram’s body was found floating in the Kathajodi River on the morning of June 4.

Following the incident, Tudu allegedly went absconding before later approaching the Orissa High Court seeking anticipatory bail. He was subsequently arrested by the Commissionerate Police and has since been in judicial custody.

Police have stated that further investigation into the case is in progress.
